Tell your friend he has his information twisted.
First off, SWCC is no "Pre-BUD/S" by any means. One is not a stepping stone to the other. The standards for getting into SWCC are just as high as they are for SEALs, and the training is no less difficult. SWCC and SEALs are two different animals that live in the same barn and must work together to pull the cart. What separates them is their operating environment; SEALs go underwater, SWCCs stay on top of the water.
Secondly, IF you make it through SWCC School (because, see, guys drop from or fail out of SWCC School just like they do in BUD/S), you have an obligation to the Navy to serve in that capacity for the rest of your enlistment term, which is about 5 years. The Navy is not going to spend all of the money that it takes to get you trained and geared up just to transfer you 6-12 months later, in the middle of training, to another community to re-train and re-gear you. That is an irresponsible waste of time and money.
Another thing your friend may not be aware of is that there are no officers in SWCC except for CWO's. Therefore, going to OCS as a SWCC will pose an interesting challenge (that's sarcasm for "it's not possible").
If you want to be a SEAL Officer, go through BUD/S and kick ***. If you are worried about only having one chance, try to become a SEAL first, then try for a shot at being an officer. At least you'll be in the community you want to be in.

What is an "enlisted preserve"? Regardless, the Navy has to approve your request to go to BUD/S, so you better believe that they can prevent if from happening if they do not deem you worthy.
